Why this matters in Palestine
Palestine imports most of its electricity, and public buildings, municipalities and distribution companies carry a heavy share of energy costs. Solar energy, efficient buildings and fair rules for rooftop generation are therefore central to national energy security. ANNU brings the country's largest concentration of energy engineering expertise to this work, so that government decisions on renewable energy and efficiency rest on local data, tested designs and trained people.
How the university engages government
ANNU's support for government policy does not depend on individual goodwill. It runs through standing university structures, each with a defined role.
Energy, Environment and Climate Change Research Unit
Part of ANNU's Energy, Water and Food Security Research Center. The unit describes itself as a principal consultant to the Palestinian energy authority. Its stated functions include energy research, professional advice, cooperation with public authorities and energy-efficiency training. It leads the university's energy audits, solar studies and public-sector training.
NajahPal for Studies and Consultations
The university's consultancy company, which holds formal contracts to deliver feasibility studies, technical standards and energy audits for government, utilities and industry. It prepared the 2024 Palestinian Green Buildings Guidelines with Enabel, and works with the Research Unit on technical due diligence for renewable-energy projects, including in rural and off-grid communities.
Partnership and expert advice to government
The university's framework for placing ANNU experts on government committees and providing advice to ministries and authorities, including PENRA, on renewable-energy strategy, solar and net-zero models, and rural electrification and energy access. Capacity-building for engineers and municipal energy officers is coordinated with PENRA, the Ministry of Local Government and electricity distribution companies such as the Northern Electricity Distribution Company (NEDCO).
Partnership and expert advice to government
Sustainable Energy Policy
University policy that commits ANNU to collaborate with PENRA, track its own energy use and efficiency gains, and share results so public institutions can replicate them. In February 2026 the university trained its academic and administrative staff in energy conservation, efficient lighting and HVAC, building energy management systems and solar power, which extends the practical expertise it brings to government partnerships.

Investment-grade energy audits of government buildings, commissioned by PENRA
Counterpart: Palestinian Energy and Natural Resources Authority · Funded by the World Bank
Government-commissioned · National · Energy efficiency
ANNU's Energy Research Unit is part of the consortium PENRA contracted to carry out investment-grade energy audits of public facilities across the West Bank, including government buildings, hospitals and water wells. The audits measure energy consumption and financial performance and identify practical efficiency improvements and opportunities for renewable energy. The outputs are technical designs, financial analyses and investment measures ready for implementation.
A PENRA official described the audits as part of the authority's strategy to improve energy efficiency across the public sector. The assessments give government a technical basis for deciding where and how to invest in public-building energy improvements, and an approach that can be applied to other public facilities.

Evidence on why energy-saving guidance is not yet applied in design practice
National · Building efficiency
An ANNU study surveyed engineering offices across the West Bank on compliance with national energy-saving building guidance. It found a gap between awareness and practice and identified cost and the absence of supporting legislation as the main barriers. The findings give regulators a direct evidence base for incentives and binding requirements.

Recommendations to reform Palestine's net-metering rules for rooftop solar
Lead researcher: Dr Moien Omar
National · Solar regulation
ANNU research evaluated the economics of residential grid-connected solar systems of 2 to 5 kW under Palestine's current net-metering arrangements. It found that 2 to 3 kW systems achieve higher self-consumption, while larger systems earn weaker returns because electricity exported to the grid receives discounted credit. The authors recommend revising the net-metering provisions, by reducing the deduction on exported electricity and allowing unused credit to carry forward, so that larger residential systems become viable. These recommendations speak directly to the solar tariffs, incentives and connection rules set by the energy regulator and distribution companies.
